wanted to get my minor brother's DOB changed in the passport

I wanted to get my brother's DOB changed in the passport, he's a minor and the passport too is expired. Actually, the passport has the original DOB which needed to be changed for getting into school, and also the corrected DOB is there in all his other documents. The passport authorities say that it cannot be done now and he can never get a passport. So Sir please tell me what do I do now ?

You have raised technical question for rectification of date of birth of minor brother. On this point my advice is to make a affidavit regarding change of DOB and again apply certificate from the muncipality.
