To whom should I address my first appeal.

RTI filed to district SP office was forwarded to DSP office and i recieved the reply from DSP office. In this case, who is the first appellate authority? SP or District magistrate?
If your RTI application was originally filed before the SP Office and the reply has been furnished by the DSP Office after transfer, the First Appeal under Section 19(1) of the RTI Act, 2005 lies before the designated First Appellate Authority of the public authority that provided the reply, i.e., the Police Department.
Generally, this would be the officer notified as the First Appellate Authority in the office of the SP/Superintendent of Police and not the District Magistrate.
You may verify the details of the First Appellate Authority mentioned in the RTI reply and file the appeal within 30 days from receipt of the reply.

You may file the First Appeal before the First Appellate Authority mentioned in the RTI reply. Since the reply was issued by the DSP Office, the appellate authority would generally be a senior officer within the Police Department (often the SP), not the District Magistrate/Collector.
