Threats given by friend to commit suicide on asking to repay loan.

Hi, I lend my friend 29k (without any interest), He ran away with my money, when I asked that I'll lodge a police complaint against you give me my money back he texted my friend 'I am committing suicide and I'll put everything on him in a suicide letter'. I gave him some time to pay back. Then he turns his no. Off and his brother calls me and says 'You don't even know me, I have done frauds, I can do this and that to you and then says my brother (the one who took money from me) has ran away, though I could hear him in background' (I have recording of everything). Now the guy has blocked me from everywhere. I have to ask mutual friends who convey my messages to him. This guy has given me multiple dates to pay. He never paid me and every time I am like it's okay give me later but he's using this humanity and thinking I am helpess. I am really frustrated.
