The owners of flats not given money for any maintainence

We r the owner of one flat and living in this flat the other flat on rents given to Nigerians for good money. The renters and flat owners not given any money for maintenance of building we called but they don't take any interest .one of the Nigerian renter does illegal work and beat constable also known .what will we do?? We r very tensed .pls suggest any legel idea .
