The developer said that he will not give completion certificate (cc)

We two are legal heirs of my mother of a plot of land of measure 3 khatta. Mother expired,father expired earlier. We want to give the land to a developer. He will give two flats but he will not give completion certificate (cc). Should we proceed further talk with the developer? If we possess the flats without completion certificate (cc) ,will there be any problem afterwards ?
no you should not proceed with such cheats because its your property and there are better developers with better terms and conditions so that will benefit you from your property moreover the developer cannot enjoy the entire profit but strict clauses need to be put in developers agreement too
