RTO Officer refusing to issue me commercial badge for my DL

I have had a legal name change with notarized affidavit after my college degree and then later updated my new name on my passport, pan card and DL. Recently I wanted to get a Yellow Badge on my DL for a commercial driver license for taxi driver job purposes, the RTO officers Bangalore are refusing to accept the Name Change Affidavit. They are saying my name in my 10th Marks Card (which is required as per Govt norms for yellow badge) is having different name, so they cannot issue me the badge. Bangalore University has also refused to change my name on my 10th marks card for reasons which seems as valid point to me. I have used the same affidavit to change my passport and pan card so why they are not accepting my affidavit as a proof of name change. Is there any thing I can do legally or send a notice to the officer or the RTO office? Or they are right in refusing the affidavit.?

You need to file a civil case against the Higher Secondary Education Board at Malleshwaram Circle, 5th Cross, Malleshwaram, Bangalore - 560 003 and not Bangalore University for issue of a name-corrected 10th marks card.

for change in the school records you have to get the name changed by filing a suit. firstly you have notices and on receipt of the acknowledgements file the suit for change of name in the school and college records.

However consult an advocate to process the same.
