Hello! Thank you for your query. Yes. While you are entering into Rent Agreement whether it is Notarized or Registered No objection Certificate from Police Authorities should be attached with all the other documents as it reflects that there are no criminal charges on the licensee and no case is pending in any case against the licensee. It is for the safely of the licensor.
Some flat owners rent out their flat without conducting proper procedure like obtaining NOC from Police. But it may be harmful for him. As criminal may use his home as shelter or may carry illegal activity which may put owner in trouble.

so answer to your query is it is not mandatory to opt NOC from police Authorities but it is advisable considering safety of owner to go for police verification. It will not take much time. very simple peocedure.
