Remedy in case people are objecting to the system of Drainage

Respected sir, I'm from srikakulam district we are constructed a 3floor house 5 years back.from on that time on wards there is no drainage in that area so we are leaving waste water to near the empty place which is not constructed.but now some people are coming and saying this is not the correct way.you can stop the drainage water to that empty place.but we are try so many ways for drinage and we take 4 drain wells also but there is no use.so we are sending the waste water to empty places . There is no another way to solve this problem. We are doing the correct or not please suggest me sir.
