Regarding way to my plot which my neighbour refuses to give

I have a plot of 8 cents in Nagercoil which is my father's property. Next to my plot there is a empty plot of 450sq feet that is the left over after the owner gave his land for the panchayat to lay road. After 10 years that person who gave the land to the road and has that small pathway is blocking way for me to enter my plot and claims a sum of 5 lakhs which is huge for that small place of land(450 sq feet ) or else he suggests that he will buy my land for 40,000 per cent that is 3 lakh twenty thousand for 8 cent of land . Whereas he asks 5 lakhs for 450 sq feet .how is this justified. Please answer

What happened to the panchayat road. Do you have access to your plot through the panchayat road. Check the sale deed that was executed for the purchase of the plot. Access must be mentioned clearly there and if there is any common pathway then it cannot be blocked now. If the scenario permits you can file a police complaint.

You can challenge this in court, if you have sufficient documents and other supporting evidences.. But I need some more information about your property and the neighboring property, so that I can answer you.
