If the locker is in your parents name, you can not operate it - you have to convince your mother to operate the locker and give your jewelry back to you so that there is no further disputes regarding the jewelry

Dear Sir/ Madam,

First of all on what terms the jewellery was given by mother to daughter, have they written it on any paper regarding how much jewellery was given to be kept in the bank locker deposit, do you have the record. Please come for a discussion to my office, thanks. You need to give more details as to the matter.

You have to approach the civil court with valid receipts to claim the jewelry which belongs to you. Oral claim is not maintainable. Better settle the matter amicably. If the matter enter into the court it may take some years to dispose.
