If he is creating nuisance unnecessarily a police complaint in the nature of falsely implicating in a case as well as criminal intimidation can be filed. A civil case in the nature of mandatory injunction can also be filed seeking restraint from the illegal acts of the other party.

Hi, In your case it appears that the actions of your neighbour, i.e. threat of kidnapping and false implication in criminal complaints, fall under the ambit of criminal intimidation under the IPC and you may file a complaint with your local police station regarding the same. Please feel free to get in touch with me for further assistance

You can go for a complaint against this neighbor for threatening and harassing you and your family on the pretext of false accusations and on the point of getting an FIR registered against you and give the same complaint not just to the local police station but to the DCP as well
