Received e-tender, can goods be supplied on oral order only?

in mahanagarpalika i got a e-tender to supply plants but commisioner is giving me oral orders to supply plants instead of giving me work order in written, is it possible to supply plants without any work order?

No. Absolutely not. You should never go on with a oral communication. No any government official have powers to give oral orders. If you fullfill their oral orders, they might refuse to disburse a payment.

It is advisable not to supply any goods until you receive any written order. You may land up in trouble without any written order.

You therefore write to them and confirm the order from them in writing.
