Planning to invest in a property, there are three blocks being constructed, for the first block slab work is being done and for the other pillars are being erected. However there is no commencement certificate received, when asked the builder is saying he will apply it after pillars are put up in the other two blocks as they have to apply together for whole property. Is this correct? at what stage and when should a builder apply for CC
