Has the contract period ended? You can ask for return of the amount only after the end of the contract. If he does not return the amount, you can continue to reside in the house till he returns the amount. If he is giving you trouble then you can file a civil suit not to disturb you. It would be better if you contact me and discuss in detail so that I can give a clearer guidance.

Do you have a signed instrument for the amount you have given to your house owner. What you say is a form of Lease/Tenancy, You may file a case for recovery in proper court after issuing a legal notice to your house owner asking him to pay your money.

Dear Sir / Madam

I understood your problem, taking note of your urgency, the building owner may delay the refund of your money to you immediately . You may lodge a complaint before the District Collector or City Commissioner of police narrating the attitude of the building that he is trying to cheat the amount by delaying tactics. Definitely you will get the amount.
