Procedure to file environment complaint against factory

dear sir, a factory has come up behind my house that is involved in making ginger paste...the smell that comes from the factory is pungent and it emits noise that is loud.....i know for sure that such a factory can not be operating in a residential area.....kindly guide me in making a complaint against the factory owner...thank you
