Procedure required to open a Dog shelter

I have been rescuing stray dogs for quite some time now and have been keeping them at my home (currently a 600sq ft apartment). I want to help more dogs in near future and for this purpose I wish to buy a piece of land and establish a place where I can keep lots of dogs. Is it possible to build a place like this on agricultural land? Do I need to convert it to NA? Are there any other legal formalities which I should be concerned about before I go ahead and start of keeping dogs in such a place? I don't wish to register any NGO or legal entity for now. It's just that I want to help stray dogs in distress and give them a good quality life.
