Police demanding bribe to give clearance certificate

Police deliberately try to not give clearance certificate for my passport despite Court gave judgement in my favor what should I do if police don't give me clearance certificate and demanding bribe the have submitted revised report twice and I have also submitted my judgement copy to police and passport office yet they don't give me an clearance certificate. Please give me an advice and steps and whom should I complaint.
Sir, it is a rare case. The police has to give clearance. It is advised that you should take assistance of an Advocate for this. He will be able to ensure that the police gives the clearance without taking any bribe.
