Person promised to pass loan and took money for it now not doing it

I asked a person to pass a loan. He promised me to do that. Now since 5 months he was saying that today payment will done. But no payment I received. Daily he was saying that. He also asked 10000 rs for fees commission insurance etc. I gave him tha money. What legal action I can take about this. Plz help me
Please check it at your end that whether he possess that sort of ability or not (means on what grounds he is promising to you for passing the loan whether he is employee with some organization or anything else ) ; than you can update his seniors and other concerned people of the department for his unfair practice .In case he is not holding any such scenario call , than you can file an police complain .

If this person belongs to any bank private or nationalized or any agency holder ? you provide complete detail but one thing is true that whom so ever this matter is related he has done serios wrong and you can initiate a legal action against him. pls provide complete detail so that I can guide you in this regard.
