Payment related to Residents Welfare Association of my area

I occupy 3 flats in Delhi, two of which are on rent. I want to understand who is supposed to pay the Residents Welfare Association? I am already paying for my flat. Am i also supposed to pay for the other 2 or the tenants.

Not at all. Its tenants responsibility to pay the RWA amount. this is for welfare of residents of locality. both owners and tenants are deemed to be residents of association. association do not differentiate between tenants and owner. you can enforce payments on tenants. association can take tenants under pressure to make payments.

Hi sir
the substance of your query revolves around the lease deed, will need to read your lease deed to see if there is any clause which pertains to the same.
in case you have not mentioned any such clause then you would to pay the welfare fee/ society maintenance
generally these things are included in the lease deed. will need to review and vet the same
