Hi
In general,a franchisee agreement entails deposit which is non refundable and also additional amounts towards purchase of goods and services.
Need to check your franchisee agreement to see whether the deposit clearly is for franchisee license or for sale of products and services.
In general, under a franchisee agreement, if there are any lapses on franchisee, franchisor(you) need not refund the deposit money as it is considered as franchisee license fee.

my friend the terms of the agreement has to read first, if there is any clause non Refundable then the matter is civil in nature police have no right to enter into civil matters you file a suit before the competent civil court seeking for declaration based on your agreement.
