One of the residents harassing association

There is one lady in our apartment. She never agrees on association decisions and majority decisions. From starting of the tenure, she is the only suggesting to consult with lawyer for all association work. We are not denying that but she is writing everyday tons of mails (Threatening mails) to association and making the residents uncomfortable. Association has tried to meet her personally to understand her queries and concerns, but she always refuses that. Association is confident that, they can resolve all her concerns locally without going to the lawyer. Because of all these activities and threatening mails(words in mails like illegal/legal) no residents are coming forward to take up the positions in new association, as current association term is going to end soon.
