Hi, whether the area in which you live is residential or commercial? If it's a commercial zone, you cannot ask him to stop his business. However, if this is a residential area, any sort of commercial area in the said activity is prohibited and you may approach the concerned municipal authority of your limits for the redressal of your grievance.

Day and night, at home, at work, and at play, noise can produce serious physical and psychological stress. No one is immune to this stress. Though we seem to adjust to noise by ignoring it, the ear, in fact, never closes and the body still responds-sometimes with extreme tension, as to a strange sound in the night.

There are two remedies in your case 1. A writ petition before the High Court and 2. A civil suit for permanent injunction.

You can complain in police station and commission for protection of child rights in delhi .and also if you are living in residential area than he couldn't run this type of factory in residential area so you can complain in municipalities

It is one of the very wrong activity done by your neighbour which shall not be tolerate by you at any cost.
As it is disturbing your peaceful sleep and life n hopefully your kids are unable to take their proper sleep as well.
