These kind of factories are not permitted to run in residential areas. A certain distance is required to be .maintained by these factories from residential areas. You can communicate with the appropriate authorities regarding this and keep copies of the communications. You may take photographs of the area for future use. Signatures of neighbours is not mandatory but you may take the same. If no action is taken by the authorities you will need to file proceedings in court to address the problem.

First of all right a complaint with photographs, details and other proof to the concerned Police Station along with Deputy Commissioner of Police of concerned area. Apart from that send the copy to Government Department, NGT, Child Labor authority, MCD and Pollution Control Board. If they fail to take any action you may move to either High Court or NGT.
