No association formed one flat owner fixed monthly maintenance for all

I purchased on flat in Bangalore on July.2015 & started occupied.Total 16 flats available. Build. agreed maintenance will take care by Builder Up to Dec.2015, after that it will handed over to Association from jan.2016 onwards. Builder never introduce other owners to us, not taken any steps for forming association.When I ask him to conduct a meeting for all owners to discuss about Association Formation , he told it is not his responsibility. Jan.16 maint. taken over by one of the owner who is very close to builder, they fixed maintenance cost per month without discuss. What can we do in such situation?
