Neighbour has put a grill on my door

We have a door from our house which opens towards my neighbour's house. This door is like a back door and my neighbour has blocked this door from his side by putting up a grill so that we cannot come out using that door which opens into his house.They also keep on harassing my old parents with nasty comments and hurt my pet cats as well on purpose.What actions can I take in this matter?
you can file a case under senior citizen act provided if your parents are senior citizens, court will take strict action against all of them who misbehave and harass such seniors and proper planning is also necessary.
