Need to stop the Compound wall gate construction to the Unauthorised c

The church was constructed in Grama Kantakam Land and it does not have any permissions from the competent authority to construct the church and its compound wall.
So i request , what is the procedure need to do.
if the church is constructed in land which belongs to govt or other persons then we have make representation to municipal authorities to take action against the illegal construction taking place and if they are not acting then we can approach court for initiating action against illegal construction.
