Need assistance in filing RTI

We have a clash with a parent who indulges in maligning the institution and talking rudely with lady teachers. In order to keep such a parent away and avoid interacting with him, we want to issue TC to his ward, studying std 2. How can we justify in issuing the TC of his ward. He refuses to apply for TC. So, can we send his ward's TC through registered post. Does this act of ours be justified under the RTI act? Kindly clarify. Thank you,sir.

You can issue a transfer certificate and send the same by Registered Post on the grounds that the Parent is making false and baseless allegations and maligning the institution.
Issuing of Transfer certificate to the child is the best thing you can do in the given circumstances, if parents do not understand the hardship and expenses involved in running an institution and moreso when parents want everything under the son for their wards, but expect institutions to bear the costs.
So you should go ahead and send the Transfer certificate to the ward through registered post and also issue legal notices to the parent that you are planning to file a defamation case against the parent if the parent does not apologise for his demeanor and irrational behaviour
