Mother dont want to give divorce but want to claim maintainace

Hello Sir/Mam, In April, 2014 my mother filed a domestic violence case against my father in Ludhiana court. In November, 2017, honorable Judge ordered him for maintenance but he didn't payed any single penny to us. Later on in January,2015 he moved a application of complaint to Session Judge regarding the same. There Judge ordered him to pay maintenance. But he didn't gave us anything. Our case was going on in lower court. He has delayed the case till date but we havn't received any single penny yet. Judge in lower court has now send arrest warrants for him to S.H.O of ludhiana as he never appear on any of the court dates. Now he has again filled application to Session judge regarding the same. From past 4 years we are suffering the same delays. He want divorce from my mother but we don't want to give divorce to him. He is a government employ. We just want maintenance. Any help I can get?
