Money not repaid which was borrowed from me

Hi,
I am sarva, had given around 50 lakhs as debt for more interest to a local person .
He said that he will pay the interest for that and the interest if not needed can be deposited in to chits.
I had said the interest to be routed to chits.
Now after 3 years he is not even paying chits or the borrowed money.
I have the promissory notes ,cheque which bounced back recently and his talks on phone as evidences along with bank statements for the transfer of money for 30lakhs.
What can I do now? Can I log a 420 against him that he cheated me that he will route my money to chits? There are no receipts for chits here.
And can I put a cheque bounce and attachments to his properties? But the properties are on his wife's name who is a witness in all the promissory notes.
We had tried going to police station, they are not logging any complaint on this saying this is a civil matter.
Since you have cheque which was dishonoured action should be initiated within limitation. I suggest you to take immediate steps through your lawyer.
With regard to promissory notes, you can also file civil suit and attach the property in the name of his wife.
Also with regard to cheating the interest amount since police is not taking steps to register the complaint you have to approach the concerned magistrate court immediately.

will have to file for recovery of money suit to receive all the money which was paid to him, since you have promissory notes and checks with you you can file a case in civil forum against him there and since you have already approached giving complaint in station and it cannot be taken

this is civil case only you can file recovery suit against him and also you told cheque so file cheque case also after cheque return you can send legal notice before 30days so fast
