Mentally harassment by female relative sharing floor of house

We are sharing our floor with my husbands chachi who is widow. she mentally harrasses me by doing such actions and activities which mentally depresses me since i am working woman. she has intentionally blocked my door permanently towards common lawn and also my free way to entrance. the entire first floor balcony has been a dumping ground of garbage thrown by her intentionally to trouble. please suggest where to file a complaint as police is unable to help and even MCD.
Firstly you need to give a legal notice and terminate her lincense and asked her to vacate the premises. Even thereafter she not vacate the premises than you need to file civil suit for eviction and thereafter you get
