Mental torcher for delay in returning the amount taken

Hi, My mom had taken amount due to some emergency and the person who landed gave it for 10%. The lender has no licence and mother wanted the amount on an emergency. Later, mother was giving the monthly interest without any problems. However, due to financial problems she couldn't pay the monthly interest. Later, the lender gave. Complaint stating we need to give her 12 Lakhs (8 lakhs with 4 lakhs interest). When this was discussed in police station, the sub inspector warned the lender that she was not supposed to do this kind of illegal business without a licence and told my mother should give 8 lakhs alone within the time given and not the interest money as we were financially struggling a lot. Few days later, that sub inspector got transferred to different station and the new sub inspector got a complaint from the lender. The new sub inspector started to abuse my mother by supporting the lender as she bribed him 2 lakhs in front of my mother. Could you help us on this issue
