meaning of the term "Steps" in a civil suit

This is regarding a recovery suit.Summons were issued to 5 defendants of which 3 came unserved as there was lock on their doors.Court ask to take steps againts those three by applying for it.I made an application under O.5 R.17,but the appl. was rejected!! Did i Misinterpret the word Steps?

Under the Order 5, Rule 17 of Civil Procedure Code, Summons is placed on the conspicuous part of the Door where the Defendant resides or from whereon he conducts his Business activities, so as to inform him, to appear on the next Date in the court matter lodged against him. This is being done, when neither Defendant nor his agent/any other person in the family of the Defendant had been found by the person who would have gone to serve the notice to appear. Thus, you were right on your part, when the court has issued you an order to take steps against those three Defendant which remained unserved with notice. However, you should have submitted report of it that 'By whom the House of the Defendant was identified while pasting the notice on the conspicuous part of the Defendant & on which Date, at what time, by whom & under what circumstances such notice was required to be pasted on the conspicuous part of the Defendant's Door.

steps indicate that you have to take such actions against the defendants for the service of their summons.
steps means that..not filing an application under O.5 R.17
hence your application was rejected.
