Legal remedy for arbitrary rejection of assignments

29-Mar-2026 (In Civil Law)
I submitted 37 IGNOU assignments on Oct 11, 2025; only 22 were processed and 15 are missing. I have signed receipts, verified documents, transfer proof, video evidence, and PDF backups. The Study Centre claims rejection without proof and asked me to resubmit. What is the most effective legal path to compel evaluation—iGRAM/CPGRAMS, RTI, legal notice, or Writ Petition?

Given the strong documentary evidence in your possession — signed receipts, transfer proof, and video documentation — you are well-positioned to pursue legal remedy. I recommend the following escalating strategy: Step 1 — iGRAM/CPGRAMS (Immediate): File a grievance on the IGNOU iGRAM portal and CPGRAMS simultaneously, attaching all evidence. This creates an official timestamped record and compels a written response within 30 days. Step 2 — RTI Application: Simultaneously file an RTI under Section 6 of the RTI Act, 2005, seeking records of assignment receipt, processing logs, and rejection basis for your enrollment number. This prevents suppression of evidence. Step 3 — Legal Notice: If no satisfactory resolution within 30–45 days, issue a legal notice to the Regional Director and Study Centre Head demanding evaluation or written justification for non-evaluation. Step 4 — Writ Petition: Should authorities remain unresponsive, a Writ of Mandamus under Article 226 before the jurisdictional High Court is maintainable, compelling IGNOU to perform its statutory duty of evaluating duly submitted assignments. The Study Centre's demand to resubmit without acknowledging original submission is arbitrary and contradicted by your evidence. However take note of your deadlines also.

If there is any urgency or time constraints, RTI or legal notice won’t help as this will take time. You might need to proceed directly with legal case. But nore details are needed to ascertain and decide actual course of action required

You have strong documentary evidence, which puts you in a favorable legal position. The most effective approach is to proceed in a structured manner rather than directly filing a writ at the outset. Firstly, file a detailed grievance on iGRAM/CPGRAMS against IGNOU and the concerned Study Centre, attaching all proofs (receipts, video evidence, PDFs, etc.). This creates an official record and often leads to quicker administrative resolution. Simultaneously, file an RTI application seeking: Status of all 37 assignments Reasons for non-evaluation/rejection of 15 assignments Names/designation of अधिकारियों responsible This will help establish accountability. If no satisfactory response is received, send a legal notice to IGNOU and the Study Centre demanding evaluation of pending assignments within a stipulated time. As a final step, you may file a Writ Petition before the High Court under Article 226 seeking directions for evaluation and protection of your academic rights, especially since arbitrary rejection without proof violates principles of natural justice. Given your evidence, your case is strong and courts generally take such academic negligence seriously.
