Legal action against neighbour's children for breaking TV

Neighbors children broke 55 inch LED TV which requires approximately 35000 for repair. Neighbor is refusing to pay for the same what legal action can be taken against him ?
Sirji sorry this is triffel act of children while playing. If he committed any offence then i vl proper guide. For ur satisfaction u can gave a notice to the parents of that child through an advocate.
