Law against taking multiple degrees simultaneously

I want to know whether there's a law preventing someone from taking multiple degrees simultaneously in India.
University Grants Commission (UGC) had accepted a proposal to allow students to take up two degree programmes together in 2013. But as per it's public notice dated 15.01.2016 the UGC does not endorse the idea of allowing students to pursue two degrees simultaneously. So it is not allowed to take two degrees simultaneously.

One cannot have multiple regular degrees simultaneously. One can be regular and others have to be from open university/correspondence.. actually it’s not possible to have multiple degrees simultaneously on papers.
