The facts posted are incomplete. In Kerala it is impossible to construct a house unless the plan is approved and building permit is issued. Prima facie, there appears that there has been gross violation of the norms. Limitation is of no avail while a statute is violated. Perhaps, you can seek to get the matter regularised by paying fine or toher means.
