Is it necessary to get non creamy layer certificate to apply to uni

Sir , i belong to the OBC category and my father passed away 8 yrs ago ,who was a small time businessman and my mother is a housewife. sir ,do i need to get a non creamy layer certificate to apply in the university , is it necessary for me to make ncl certificate..though i want to come under OBC-NCL category?
