Is it legal for an institute to run a short term certificate course

can a college or institute run a short term certificate course? can they issue the certificate of the student? Is it legal or not?
It is of course legal to run any course and issue any certificate, but, if the course must be recognised by the UGC, there are certain regulations. Otherwise any institute can run a course and there is no legal bar.

Any course which run by a college or institution which need to be recognized by specific professional statutory body or university grants commission or both as the case may be. Ministry of human resources development is need to oversee all bodies and regulate it
