Iilegal rehabilitation center in a resdential area creating nuisance

My neighbour oppsite my house runs a drug deaddiction and rehabilitation center that too an illegal one.he maintains 10 bachelors for his patients handling.these bachelors create nuisance by commenting ladies.is it legal to setup rehab center in resdential area?how do u proceed?
Per RCI Act, 1992 all the rehabilitation centres must be registered with RCI (Rehabilitation Council of India). More over the professional and personnel working in the rehabilitation must appointed by the standards prescribed by RCI. If you feel they are not licensed or unqualified professional working there you can make a compliant to RIC. Additionally you can register a compliant in police for Eve Teasing under Sections 294 and 509 of the Indian Penal Code (IPC).
