How to take action against negligent driving by person

Nearly at 6.30 pm on 15 Oct 16 I was driving my two wheeler wearing helmet and suddenly one four wheeler came that to wrong side and suddenly parked in the building without proper side light indication .when I inquired he started to speak rudely and said that if head might had broken I will will treat as I am doctor .instead of apology speaking rudely in vegetable market .I am government servant what to do as this guy being a doctor not having any ethics how will he treat patients .I. Want. To do legal action a such thing won't happen again with some other guy with same rude doctor
First you have not disclose that whether he is resident of that building or anyone can park his vehicle.
Secondly what exactly the words he had used against you.
Even in the absence of those fact I suggest two things specially civil remedy - 1. You can file injunction suit against him for not parking wrongly.
What ever you have mentioned in question it suggest that he had not used foul or abusive language so you can not file defamation suit. But you can ask from the court that he should not interfre in your peaceful living.
Other way out is to file criminal complaint against him.
