how to proceed further if govt officer refuses to clearance

Sir/Madam,
I am working as a govt employee and have got selected to higher post in In-Service recruitment done by my own dept. To get the job, my dept asked me to get a Sindutva certificate from dept of Member secretory, Backward community welfare dept, Hassan. As per my knowledge and law i am eligible for Sindutva Certificate. But the said officer thinks i am not eligible. I have given a affidavit for my eligibility also. but he refuses to accept.
In this matter, what are my options to go further to convince the said officer about my eligibility.???
Please guide me on this.

Karnataka government job or any other reason after getting cast and income certificate we can ask for Sindutva in Jilla office. It really very big process but poor people will not get this without paying money to clerk like FDA OR SDA. Vijalence Officer. And also their is no online process for this . if speak against or oppose to bribe they can cancel the application any time. The following process is
1. Jilla office.
2. Taluk office
3. Jolla Panchayti office.
4. Finally after getting all the signature again need to submit your document to Jillaoffice to process without paying money they are not even touch your file.

you send the application and affidavit to him by post and wait for a week or so, you will recieve acknowledgewent'and if still you do not get any positive reply you car approach KAT asking for a direction to thar Officer
