How to filing a contempt in CAT on a service matter

This regarding to know a case in which a decision from CAT, Delhi have been given in favour of employees in July,2007. Department has not implement the decision of CAT and has filed an appeal in Delhi High Court in Feb,2008. This appeal has been admitted for regular hearing and has not come in the listing for hearing yet. High court has not given 'stay' on implementation of the decision of CAT . Now my query is, whether we, the employee can move for 'Contempt' in CAT ?

In such cases if there is no stay then you find out whether Hon'ble High Court has not asked to take any actions amounting to stay.
If no then you should check whether there is limitation in running in your favour to file stay. If you are under limitation you can file contempt.

Yes a civil contempt can be moved before the central administrative tribunal seeking implementation of the orders. However, final advice can only be ascertained after perusing your documents. Meanwhile you can send a letter to the relevant authority asking them to implement the order of the tribunal which will give you fresh cause of action to go to the tribunal.
