How to file against university for unfair practices

My name is akshay Gimonkar .i have question regarding collages and University i need legal advice the thing is i am 2014 2016 batch mit Coe cmsr kothrud mba student after 4 semester i had backlog in subject name decision science then i apply for photocopy from University it get clear then i submit my document on 18/10/2016 after 3 month i think my new marksheet is come so i contacted college then i foun out they did not send my form to University and ask me do you have any evidence that you give us that document than i show that document after that i ask them to do the process of gating new mark sheet and final after all trouble i got my marksheet 24 April 2017 which i spouse to get on month of December 2016 bacause these issue my year got wasted ? I want advice can i file any case against college ? And what kind of result i get if i file case ? In court if we able to proves that my side is right so what k8nd of result benefits outcome it will going to happen
