How to file a suit against illegally constructed factory

my case is that illegal constructeed factory in approved residencial area on the land of hssiidc.permission was given on this land shed of readymade garments 470.83 sdq yard but after some time owner sells this shed some small size of plot.one them purchaser made the building 100% basement and 3 floor covered by saying to use as a godown but after some time he setup plastics factory in this building. After this vibatration is started in nearby building started.we all resident also complain all departents concerned Muncipal Corp. D.C. and sdm,Hsiidc,Pollution Department but they also given the show cause notice but did not sealed the factory illegal constructed not comply floor area ratio etc.kindly give suggestion to take action to receive instant legal remedies. can i go to high Court Writ petition or not file cause.
