I live in kanpur and my step brother live in bareilly and he denied me that my father and his father are not same and he gave the written statement to tehsildar bareilly that I am not a son of shafeeq ahmad So can I file a civil defamation suit for damages and can I file in kanpur bcoz my step brother lives in bareilly
