How to deal withelectricity and water release problem with joint owner

We have joint property.but all the connection in our house like water,electricity is on the name of my big brother.we are separate with each other's one year ago and we shift on ground floor and my big brother shift on first floor.now they are harrash us for water and electricity .can we separately taken our new connection on the name of 2nd owner. And they are also not giving us no objection certificate for electricity .what should I do now.please help
Hello yes you can. Jb app logo ne shift kiya tha then its a orally and document ry.and jo bhi property joint me thi uska ppartition ho gya....agr apke brother nhi man rhe to app court k through relief le skte ho.
