How to deal with unfair maintenance being asked by RWA

Dear sir I have a flat in a gated community which is un occupied ie locked for the last 3 yrs 1e since 2014 after builder gave the possesion the RWA is asking to pay maintenance in full and they have clubbed the club charges with the normal maintenance i have paid 50 percent of total maintenance but they are saying its wrong plz advice
now as per the new real estate act if the builder have not delivered the property within time and any unfair practice done you can file a case with the consumer forum and claim damages and that you can also have interest over them

Maintenance charges are to be paid by the owner irrespective of whether the flat is occupied or not.
But club charges are payable depending on individual agreements between Resident welfare association and flat owners.
Please check your society bye laws as it might have some clauses to exclude unoccupied flats from payment of club charges.
