you can inform the situation to your society in writing giving detail information of your grievance . that should serve the purpose , even then if the construction does not stop the you have to file a complaint in the appropriate forum.

From city civil court of your jurisdiction you can seek injunction from local competent body inclusive of damages if your neighbour has caused damage in your house owing to his construction activities.
