Your query is so very cryptic that I could not understand anything. Have you been affected by the system of vtu and if so in what respect. Whether it is procedure, nepotism, malpractice or overcharging of fees needs to be seen and then advised. If it is regarding your individual suffering from malpractlice, then a civil case has to be filed and if it is on account of law or rules or procedure, then a writ petition in High Court has to be filed.
