Home tution issues from chairman

As we are conducting home tutions and chairman of our complex isn’t allowing us to continue and we are officially paying 500 in addition of maintenance amount but the chairman is saying if we continued conducting tuitions he will cut our water supply without any information
Dear Querist, home tutions cannot be termed as commercial activity and can definitely be conducted from house.
Any such threats of Society Chairman are baseless as under no circumstances they can cut water supply. If he still does, file a police complaint against him, immediately.

He has got no legal authority as such to cut your Water-Supply. You can continue with your tuitions. What's the problem with that? I have seen classes going on in several societies.
Does he mean to say that Residential flats cannot be used for commercial purposes? Is this what he intends to say? Going by his intention & contention, whether they have included this intention & contention in Model-Bylaws of the Society?

which exact premises of the building are you occupying that the chairman has issues with.
at the time of starting your tutions did you not seek permission from the managing committee to conduct home tuitions.
